In 1952, Congress passed Title 38 of the United States Code, creating what we now call the Department of Veterans Affairs (VA), and authorizing benefits for veterans. One of these benefits is the non-service connected enhanced pension with Aid and Attendance.
Aid & Attendance is for wartime veterans or their surviving spouses and assists with the costs of home health care, assisted living, or adult daycare. This benefit is a tax-free entitlement.

Military
Served a minimum of 90 days active duty with one day during war time with an honorable discharge.
Medical
There must be a need for assistance with activities of daily living due to a nonservice connected disability.

Income & expenses in relation to medical expenses
Veteran or surviving spouse wishing to apply must have a medical condition causing the need of assistance with activities of daily living.
Veteran or surviving spouse can have no more than $155,356 in liquid assets, NOT including 1 primary home and 1 vehicle. Ongoing non-reimbursable medical expenses (such as home health) may reduce the annual countable income.
